Artificial Intelligence is advancing at a breakneck pace. This not only brings opportunities but also poses major challenges, particularly in distinguishing content generated by humans from that created by machines.
While the world strives to establish a "red line" for AI, Vietnam is also actively finalizing its own legal framework. Accordingly, the Ministry of Science and Technology (MoST) has announced a core regulation: Vietnamese users must be clearly informed before interacting with AI systems. This is a critical step to ensure transparency and protect the rights of citizens in the digital era.
The drafting of the AI Law in Vietnam is not solely aimed at regulation. A crucial objective is to create momentum for the sustainable development of domestic AI technology. Deputy Minister Bùi Hoàng Phương of MoST detailed the five fundamental principles shaping the draft law. The principle of "Putting People at the Center" is prioritized.
Furthermore, development must be "inclusive and sustainable" combined with "balanced and harmonious governance". This means the legal framework must encourage innovation while simultaneously managing potential risks.
Significantly, the "Transparency and Labeling Obligation" is a detailed proposal in the draft law. This regulation is established to address the core issue: users need to know when they are interacting with AI. In a context where distinguishing fake from genuine content is difficult, this regulation helps users make sound decisions when consuming information or conducting transactions.
To manage and promote transparency in high-risk AI systems, the draft law proposes establishing a National AI Database. This implies that all AI-related activities will be closely monitored, ensuring accountability.
In fact, AI ethics is a prominent, globally debated issue. Minister Nguyễn Mạnh Hùng previously asserted that AI must be developed "fast, safe, and humane". AI must be for people and serve people, not replace them.
Vietnam’s journey in AI development is moving in the right direction, integrating innovation with social responsibility. The goal is to build a transparent, secure AI ecosystem where all citizens are protected and benefit.
