During the forum AI for Humanity at the VinFuture Science Week 2025, Deputy Minister of Science and Technology Bui The Duy emphasized that AI has moved beyond the scope of a typical applied technology. AI is becoming a fundamental layer of national infrastructure similar to electricity, telecommunications and the Internet. Countries that master this new infrastructure will gain significant advantages in economic growth, social development and national security.
Vietnam’s AI strategy aims to accelerate the nation’s development into a higher income economy by adopting and applying AI responsibly, effectively and at the right pace.
Vietnam is adopting an Open approach to AI development that includes open standards, open data and open models. This philosophy allows Vietnam to access global knowledge more quickly and shorten the time needed for technological mastery. It also creates favorable conditions for local enterprises to develop solutions shaped by Vietnamese needs and identity.
With a population of over one hundred million and a high level of digital adoption, Vietnam possesses a rich data foundation to train and optimize AI systems. In addition, the National Technology Innovation Fund is expected to allocate substantial resources to support small and medium enterprises through AI incentives and research grants. This creates a highly favorable environment for Vietnamese technology companies to accelerate innovation.
